Fire Suppression Division
This division consists of 126 personnel assigned to 6 fire stations in the City for the purpose of responding to all fire and other rescue incidents. Human Resources     
Develops organization and human resource policies and systems to attract, motivate, develop and retain employees and maximize their performance and productivity. Establishes, administers and maintains an attractive complement of compensation and employee fringe benefits. Recruits and screens employees for all City departments, does background and reference checks on all new hires, and maintains centralized personnel records on all employees. Employee Health Center
Provides on-the-job medical services to employees, including immunizations, CDL physicals, annual employee health physicals; continuous health maintenance checks, treatment and referrals of occupational injuries and illnesses; Files workers' compensation claims and coordinates case management; Monitors absences due to disability, illness or injury; Conducts drug testing program, police officer and firefighter physical fitness recertifications, new employee job placement physicals, and other preventive health initiatives; administers all OSHA, workers comp, and other injury and medical treatment records; Coordinates referrals to the employee assistance program. The Mayor is elected at large to serve as the presiding officer at Council meetings and represents the City in a variety of functions. Municipal Court      
Schedules and adjudicates municipal offenses and state criminal cases occurring within the City limits, including misdemeanor, criminal and traffic charges (jurisdiction limit of $500 fine and 30 days jail term). Administration
Finance Administration includes the functions of internal audit, risk management, and budget administration. The Budget Office prepares the City's operating budget, monitors expenditures to help ensure compliance with appropriated funding levels, compiles a revenue manual, prepares the capital improvement program, develops the use of output and outcome indicators to evaluate the efficiency and effectiveness of City operations, and prepares operating and capital budget status reports. The internal audit function, under an outsourcing contract, conducts financial compliance audits that examine the adequacy and effectiveness of financial and operational controls, determine the extent of compliance with established policies and procedures, and recommend improvements.

Accounting Division
The Accounting Division ensures accurate maintenance of the City's general accounting records in accordance with local, state, and federal regulations; prepares over 21,000 payroll checks and maintains individual earnings records; prepares approximately 14,000 accounts payable checks; maintains the City's fixed asset inventory records; prepares revenue billings and collects City revenues; monitors cash flow and invests City funds as appropriate; provides financial information to the City Manager and operating departments; and prepares the Comprehensive Annual Financial Report.

Through a partnership with the City of Greenville, the firm of Affiliated Computer Services, Inc. (ACS) operates and manages the city's computing, telecommunications and network environments, conducts long- and short-range information systems planning, provides general management of information resources, provides applications software services, manages technical operations and oversees data network management. Purchasing Division
Purchasing is responsible for procuring all materials, services, and equipment at the lowest possible cost consistent with quality and quantity demands; disposing of all confiscated, salvaged, and obsolete material and equipment on a timely basis; and supporting a system of accountability for fixed assets, materials, equipment, and supplies. Beautification Bureau
The Beautification function maintains 235 beautification sites and downtown beautification locations totaling 34 acres, assists Garden Councils and Clubs with horticultural concerns, and oversees the turf maintenance contract for Springwood Cemetery. Each year, beautification crews plant about 6,000 annuals and perennial flowers, plus 300 trees at the various beautification sites.

In 1991, operation of the Greenforest Pool (341 Greenacre Road) was assumed by the Phillis Wheatley Center under a contractual agreement with the City. The S. O. Walker Pool (209 Queen Street) was renovated and re-opened in late 1992 and resumed full season operations in 1993.

Zoo Bureau
The Greenville Zoo has been designated "One of the top ten small USA Zoos". It is located in Cleveland Park, comprises 14 acres with approximately 500 animals living in varied displays/exhibits. The Zoo includes a lagoon, aviary, reptile house, farm yard, and concession building. A number of educational programs are offered, and the facility also serves as a sanctuary for threatened and endangered species.

The Building Services Division provides maintenance and repair services for all City-owned buildings for cost-effective operation of facilities, and provides technical support and assistance to departments in facility construction. This division also provides printing services and administers contracts for janitorial service, elevator service, and pest control.

Engineering Division
This division designs and administers the construction of City infrastructure and community development projects; ensures that private development and public improvements are in compliance with the City's development ordinances and design criteria; and provides general engineering information to citizens and City departments. Services provided by Engineering include surveying, geoprocessing updates, project inspections, drafting, and building permit reviews. Stormwater Management Bureau
The Stormwater Management Bureau is responsible for developing watershed master plans, for coordinating improvements to the City's watershed basins, and for complying with state/federal mandates related to stormwater management and water quality design. Also responsible for reviewing private development projects for compliance with local stormwater ordinances.

Fleet Services Division
Fleet Services is responsible for maintaining/servicing the City's vehicular fleet, which includes approximately 500 pieces of equipment. All operating costs are pooled in a centralized account in order to provide a more accurate representation of fleet operating costs, and to improve control and accountability.

Streets and Sewers Division
The Streets & Sewers Division provides supervision for the Streets, Sewers, and Storm Drains Bureaus, including street and sidewalk maintenance, street sweeping/flushing, and maintenance/repair of sanitary sewer lines, storm drain lines and inlets. Other services include manhole maintenance, septic tank maintenance, sewer pipe maintenance, open ditch maintenance, storm drain pipe maintenance, pavement maintenance, sidewalks/curbs maintenance, street cleaning, utility street cuts and clearing streets of ice and snow.

Traffic Engineering Division
Traffic Engineering provides safe and efficient flow through the use of signage (regulatory, warning, and informational signs), pavement markings, and traffic signal system operations. Traffic Engineering has recently added some ITS( Intelligent Transportation Systems) features including 7 traffic cameras and 6 variable message signs. Traffic Engineering operates and maintains approximately 180 signals in the City Limits, maintains over 10,000 signs, and powers over 6000 street lights throughout the City. Traffic Engineering also takes the lead in the City's Neighborhood Traffic Management Program (a.k.a. Traffic Calming). Parking Division
The Parking Division operates several parking garages and lots throughout downtown. The Commons Garage, located on Beattie Street, is a 525-space parking facility with 24-hour attendant service for both monthly and short-term parkers. The Insignia Garage, also located on Beattie Street, is a 950-space facility that provides parking for both monthly and short term parkers. The Municipal Garage, located at 100 East Washington Street, is a 430-space facility that provides parking for both monthly and short-term parkers. The Richardson Street Garage, a 900-space facility, and the recently opened Poinsett Garage, a 836-space facility, offer state-of-the-art equipment. 
The Parking Division is also responsible for issuing and canceling parking permits for the Permit Parking Districts. There are three permit parking districts located within Greenville city limits. To obtain a copy of the policies and procedures for these districts, click here.
